On November 5, the Ministry of Welfare pre-announced the draft amendments to the Regulations Governing the Registration and Permit Management for Foods and Relevant Products, and abolished the previously announced draft for the Relevant Requirements for the Registration of Special Nutrition Foods. The Ministry of Health and Welfare pre-announced four drafts, namely, the Rules for the Registration of Cosmetic Products, the Rules for the Qualifications and Training of Professional Cosmetic Technicians, the Rules for Application for Special Approval of Import of Special Purpose Cosmetics, and the Limit for Exempting Registration Application for Import of Special Purpose Cosmetics for Personal Self-use, on November 1, 2018. According to the Taiwan Food and Drug Administration (TFDA), the cosmetics registration system helps the government and operators manage the marketing status of products, and the consumers understand information relating to the cosmetics they use. In addition, if pharmacists or professional cosmetic technicians are retained by domestic cosmetic manufacturers to supervise the preparation and manufacture of cosmetics in the facilities, the safety and sanitation management for cosmetic manufacturing processes in Taiwan will be enhanced.Besides, the application system involving special approval of import of special purpose cosmetics allows operators and research organizations to import a small quantity of products for testing and research before seeking registration approval. This is beneficial
to the marketing of new products in Taiwan. Setting a limit for exempting registration application for the import of special purpose cosmetics for personal self-use can enhance the customs clearance efficiency for citizens bringing special purpose self-use cosmetics into Taiwan. The TFDA also cautions that in light of prevalent overseas travel of the citizens, who may purchase cosmetics along the way, if the products are not registered and examined by the competent authority, and are not labeled in Chinese, the citizens may overlook the purposes and precautions of the products, resulting in skin injuries, not to mention that it is difficult to seek compensation. The consumers are recommended to choose cosmetics with comprehensive labeling, and avoid products from unknown sources, unclear labeling or expired shelf life to protect their own rights and interest.
